RCC Repair vs Patch and Paint: Why Mumbai Building Committees Keep Paying Twice

Your building’s concrete columns or beams are spalling — the surface is crumbling and rebar is showing. Your contractor quotes you two options: patch it and paint it, or do proper RCC repair.

The patch option is cheaper. Most Mumbai society committees choose it. Then, 18 months later, the patch is cracking again and they are back to square one, having spent twice.

Here is why patches fail, and what proper RCC repair actually requires.

What Is Spalling and Why It Happens

Spalling is the breakdown of the concrete surface layer. The concrete is crumbling away in flakes or chunks, exposing the reinforcement steel (rebar) beneath.

In Mumbai buildings, spalling happens because of three overlapping causes:

**Rebar corrosion.** Water and chlorides (from sea air) reach the steel and trigger oxidation. As steel rusts, it expands — about 3–4 times the original volume. This expansion pressure forces the surrounding concrete to crack and spall away.

**Carbonation of the concrete.** Over 15+ years, atmospheric CO₂ penetrates the concrete surface and reacts with the calcium hydroxide binder, reducing the concrete’s alkalinity and its ability to protect rebar. This process accelerates in the warm, humid Mumbai climate.

**Freeze-thaw cycles and salt crystallisation.** While Mumbai does not freeze, the coastal salt-laden air creates a similar effect. Chloride crystals form inside the concrete pores and expand, fragmenting the surface layer.

Once spalling starts, it accelerates. Exposed rebar corrodes faster because it has direct contact with water and air. The corrosion pushes more concrete away. Within 2–3 years, a small spalled area can double in size.

Why “Patch and Paint” Always Fails

A patch-and-paint repair involves:
1. Hacking away the loose spalling concrete
2. Applying a new thin layer of cement plaster over the exposed rebar
3. Painting it

This approach fails because it does not address the root cause — the corroding rebar.

When you patch over corroding rebar without treating it first, the corrosion continues underneath the new plaster. The rebar expands further. The patch fractures and falls away. You are back where you started.

Additionally, the new plaster patch and the surrounding old concrete have different thermal expansion rates. In Mumbai’s daily heat cycles — cool mornings warming to 35°C+ afternoons — the patch and the substrate expand at different rates, creating stress at the boundary. Hairline cracks develop at the patch edge within weeks.

Within 18 months, the patch is cracking, and the committee is calling contractors again. This time, the cost is higher because the deterioration has progressed further.

A patch is not a repair. It is a temporary cover that costs the full repair cost upfront and guarantees you will pay again.

What Proper RCC Repair Requires

Structural RCC repair means treating the corroded rebar, repairing the concrete loss, and restoring structural strength. The sequence matters:

**Step 1: Remove all deteriorated concrete.** This means hacking away not just the visibly spalled material, but all concrete that is not structurally sound. A structural engineer determines the extent — sometimes this is deeper than it appears.

**Step 2: Clean and treat the exposed rebar.** The steel must be cleaned down to bare metal using wire brushing or light sandblasting. Once clean, a rebar passivation product is applied. This product seals the steel surface and re-establishes the electrochemical barrier that prevents future corrosion.

**Step 3: Apply concrete repair mortar.** Using polymer-modified concrete repair mortar (not ordinary cement plaster), the cavity is filled in layers with proper compaction and curing between layers. Repair mortar has higher bond strength and lower permeability than ordinary plaster.

**Step 4: Apply a protective coating.** Once the repair mortar cures, a waterproof elastomeric coating is applied over the repair and surrounding area. This is the critical step that prevents water re-entry.

**Step 5: Structural monitoring.** For significant repairs on load-bearing elements, deflection or stress monitoring may be specified by the structural engineer to ensure the repaired element performs as intended.

This entire process takes 4–6 weeks for proper curing between steps. It cannot be rushed.

The Cost Difference — And Why It Matters

A patch-and-paint job looks cheaper on the quotation. It is faster and uses cheaper materials.

A proper RCC repair costs more upfront because:
– Skilled labour is required (not general painters)
– Structural assessment is included
– Rebar treatment products are costly but essential
– Polymer-modified repair mortars are more expensive than cement plaster
– Protective coatings add to the cost
– Proper curing time delays the project

But here is the maths that Mumbai committees miss:

If a patch costs Rs X and fails in 18 months, and a proper repair costs 1.5X and lasts 15+ years, the patch actually costs **10 times more per year of service life**.

Patch now = pay again in 1.5 years = pay again in another 1.5 years = pay three times over 4.5 years.

Proper repair now = not paying again for 15 years.

How Society Committees Should Approach RCC Repair

When spalling is identified on a load-bearing structural element (columns, beams, slabs), the managing committee should:

**One — Commission a structural engineer’s assessment.** Not a contractor’s opinion — a structural engineer. The assessment determines the extent of repair needed and whether the structural integrity of the element is compromised.

**Two — Get the structural engineer’s repair specification.** Do not ask contractors to decide what repair method to use. The engineer specifies it. Contractors then quote against that specification.

**Three — Obtain multiple quotations against the engineer’s specification.** Comparing quotes on the same clearly defined scope prevents the “cheaper option” trap. All contractors are using the same materials and method, so the quotes are genuinely comparable.

**Four — Pass a general body resolution.** Structural repairs often exceed committee authority limits. A resolution in a general body meeting ensures member approval and transparency.

**Five — Include monitoring and warranty.** Require the contractor to provide a 5+ year warranty on the repair, and specify that deflection or corrosion monitoring will be done post-repair to confirm the structure is performing as designed.

Terrace Waterproofing Cost Per Sq Ft in Mumbai: What Societies Actually Pay in 2026

Terrace Waterproofing Cost Per Sq Ft in Mumbai: What Societies Actually Pay in 2026

Societies spend anywhere from ₹50 to ₹300 per sq ft on terrace waterproofing — and the difference isn’t always quality.

The gap exists because waterproofing isn’t one service. It’s a diagnosis first. Your 20-year-old terrace needs different treatment than a 5-year-old one, and both need different approaches than a newly constructed building that was waterproofed wrong from the start.

Here’s what actually drives the cost, how to read a quote, and why the cheapest bid usually becomes your most expensive mistake.

What Costs Change Based On

Building age.

A 25-year-old society terrace with existing water damage, old brittle membranes, or concrete spalling costs more to prepare than a terrace that’s only 8 years old. Removal, cleaning, and repair work add up before waterproofing even begins. PS Group‘s site visit identifies hidden damage — cracks in the RCC slab, spalling edges, parapet failures — that affect scope and cost.

Existing membrane condition.

If your terrace already has a failed membrane or old tar-based coating, it has to come off. That’s labour. If the membrane is intact but damaged, sometimes it can be salvaged under a new layer — which is cheaper. Sometimes it needs full removal and replacement — which isn’t.

Accessibility.

A flat terrace with clear access costs less to work on than a terraced/sloped building with difficult edge conditions, multiple levels, or parapet walls that need simultaneous repair. A society with a water tank or machinery on the terrace adds complexity — routes need to be planned around fixed structures.

Material choice.

PS Group uses tested waterproofing membranes that meet IS 2645 standards — but there are different types. Liquid-applied membranes cost differently than sheet membranes. Both work. The choice depends on your terrace’s shape, existing damage, and whether interior ceilings are at risk.

Scope creep.

The most honest reason quotes differ: what are they actually waterproofing? Just the flat terrace? Or the parapet edges, the junction where walls meet the slab, the areas around the water tank, the staircase landing? Many quotes miss these, then charge extra on site.

Flood test inclusion.

A proper waterproofing job includes a 24-48 hour flood test — flooding the terrace deliberately to confirm the membrane is sealed before handover. This costs time and water. Cheaper contractors skip it. PS Group includes it as standard because you should see proof before paying final.

How to Read a Quote

Get it in writing. The scope should list exactly what’s being done: area in sq ft, existing membrane removal (yes/no), edge treatment details, material specifications, timeline, and what’s included in the price.

Ask about the membrane. “IS 2645 compliant” is the baseline. Ask if it’s UV-resistant, what the warranty is, and whether the contractor stocks it or sources it for your job. Sourcing delays cost time.

Clarify edge conditions. Parapets, junctions, drains, water tank surrounds — these are where 80% of leaks restart. The quote should itemise these separately so you know you’re paying for proper edge treatment, not just the flat area.

Flood test. Is it included? At what depth? For how long? If the contractor hesitates, they’re not confident in their work.

Timeline. How many days? Weather-dependent (no waterproofing in rain)? Does that cost extra if monsoon delays the job? This matters in Mumbai.

Warranty. What’s covered? For how long? Is it the contractor’s responsibility or the material manufacturer’s? This determines who you call if something fails in Year 2.

Why Cheap Quotes Become Expensive Problems

A ₹50/sq ft quote on a 2,000 sq ft terrace is ₹1 lakh. A ₹150/sq ft quote is ₹3 lakh. The difference looks huge until your cheap waterproofing fails in Year 3 and you’re paying to remove it, repair the underlying damage, and do it again properly. Now you’ve spent ₹6-7 lakh.

Cheap quotes often mean:

  • Thin membrane application (insufficient coverage)
  • Skipped edge treatment (where leaks restart)
  • No flood test (no way to verify it works)
  • Rushed timeline (poor workmanship)
  • Material sourcing shortcuts (mixing suppliers, inconsistent quality)

The contractor who undercuts everyone either doesn’t understand the scope or is cutting corners to survive on volume. Neither is your problem to solve by accepting a low bid.

What PS Group (formerly PS Civil) Charges (and Why We Don’t Publish It)

PS Group does a free site visit to every society — we measure, assess the membrane condition, identify hidden damage, and give you a custom quote based on YOUR terrace’s actual needs. That quote includes material specifications, timeline, flood test, and warranty.

We don’t publish per-sq-ft rates because every terrace is different. A 5-year-old well-maintained terrace and a 30-year-old neglected one have completely different requirements. One may need ₹80/sq ft, the other ₹200/sq ft — and the expensive one is actually the better deal because it’s fixing the real problem.

What you should ask any contractor (us included):

  • What’s in scope? (specific areas, membrane type, edge treatment)
  • What’s your warranty? (years, coverage, who handles claims)
  • Will you flood test it? (and show us the results before final payment)
  • When can you start and finish? (realistic timeline accounting for weather)

PS Group’s charge includes all of this. No surprises on site, no extra bills for “unexpected conditions,” no skipped work.

The Real Metric: Cost Per Year of Protection

Don’t compare quotes by ₹/sq ft. Compare by cost per year of protection.

A ₹3 lakh waterproofing that lasts 15 years = ₹20k per year.
A ₹1 lakh waterproofing that fails in 3 years, then costs ₹4 lakh to fix and redo = ₹1.67 lakh per year.

The expensive quote was actually cheaper.
