What Should Be Included in a Mumbai 2BHK Renovation Scope Before You Sign a Contract

What Should Be Included in a Mumbai 2BHK Renovation Scope Before You Sign a Contract

A vague renovation quote that says “complete 2BHK interior work” is the fastest way to watch your budget double before the contractor has even finished demolishing your kitchen wall.

If you are planning a 2BHK renovation in Mumbai, the scope of work document is the single most important piece of paper you will sign. Not the design concept board, not the 3D renders, not the Pinterest mood board. The scope decides what work gets done, what materials are used, what happens when the builder opens a wall and finds seepage behind it, and who pays for the surprise.

PS Group (formerly PS Civil) has been working on Mumbai buildings since 2007. Our PS Design Studio team handles full flat renovations, and our PS Civil division handles structural repairs underneath. We see the same mistakes every single month: a flat owner signs a contract that never mentioned waterproofing, then six months later their brand new modular kitchen cabinets are swelling because nobody treated the damp wall behind them.

Here is what a complete 2BHK renovation scope should include before you sign anything.

1. Civil Repair: The Foundation Everyone Skips

A renovation scope that jumps straight to “wardrobes and modular kitchen” without mentioning civil work is incomplete. Before any finishing work begins, your scope must include:

  • Wall crack repairs and plaster patching
  • Bathroom and kitchen floor sloping correction (if existing slopes are wrong, water will pool and seep)
  • Door frame straightening and structural adjustments to walls being opened
  • Removal of existing tiles, old plumbing lines, and electrical conduit chasing

If your building is over 15 years old and your scope has no line item for civil repair, ask why. Buildings in Mumbai’s western suburbs and the island city have walls that have absorbed decades of monsoon moisture. The wall behind the tile is often more damaged than the tile on top.

This is where PS Group’s civil-first approach matters. We inspect the structure before we design around it.

2. Waterproofing: The One Word Missing From Most Mumbai Renovation Scopes

Most renovation contracts in Mumbai include “plumbing” but completely omit “waterproofing.” These are not the same thing.

Plumbing is laying pipes. Waterproofing is treating the surfaces that prevent water from leaking through to the flat below you. If your renovation scope does not specifically list waterproofing for your bathrooms, kitchen, and any internal damp walls, you will be repairing the same areas within two monsoons.

Ask your designer or contractor these three questions before signing:

  1. Is bathroom waterproofing included, or just tiling?
  2. What happens if existing walls show seepage after demolition?
  3. Who is responsible if the flat below complains about leakage during or after the renovation?

The answers should be in writing in the scope document. If they are not, the contract is silent on the most expensive problem in Mumbai flat renovation. Read more about our approach to waterproofing here.

3. Plumbing and Electrical: Specify, Do Not Assume

A good scope breaks down plumbing and electrical work into specifics:

  • Number of new points (light, fan, switch, socket)
  • Concealed plumbing for kitchen and bathrooms
  • Old pipe removal and replacement
  • Geyser and exhaust points
  • MCB and distribution board upgrades if needed

“Complete electrical work” can mean 12 points or 30 points. The difference is enormous. And if your scope says “complete plumbing” but does not specify whether old galvanized pipes are being replaced, you may be carrying a 20-year-old pipe behind a brand new wall.

4. Carpentry and Modularity: What You Actually Get in a 2BHK Renovation Scope

For a 2BHK in Mumbai, carpentry is usually the largest line item. Your scope should list:

  • Wardrobes: how many units, which rooms, what material (commercial ply, marine ply, BWP grade)
  • Modular kitchen: number of modules, counter material, hardware specification meeting IS standards
  • Loft shutters and storage units
  • Door frames and doors: new or reusing existing
  • Specialty furniture: pooja unit, study table, shoe rack

If the scope says “complete woodwork as per design” with no breakdown, you have no way to compare it against another quote or hold the contractor to a standard.

5. Painting, Finishing, and Society Permissions

Painting scope should specify putty and primer coats per room, wall paint vs ceiling paint, and paint type (emulsion, texture, distemper).

More importantly, your scope should mention who handles society permissions. Mumbai housing societies require renovation deposits, NOCs, work timing restrictions, and debris removal arrangements. If your contractor expects you to handle all of this, it should be stated. If they handle it, the costs should be listed separately.

6. What Happens When the Wall Opens and Finds Damage

This is the clause almost no Mumbai renovation contract includes: the change order process.

When demolition reveals hidden seepage, structural cracks, or damaged RCC, someone has to fix it and someone has to pay for it. A well-written scope includes:

  • A clause stating that hidden damage will be reported with photos and a revised quote within 48 hours
  • A mechanism for approving additional work without stopping the entire project
  • Reference to civil and waterproofing specialists if the primary contractor is not equipped to handle structural repair

PS Group includes this clause because we have both PS Civil and PS Waterproofing divisions under one roof. When the design team finds damage behind a wall, the civil team takes over without you having to bring in a third party. You can see real examples on our project gallery.

Questions to Ask Your Designer Before Signing the Contract

  1. Does this scope include waterproofing for bathrooms, kitchen, and any damp walls?
  2. What happens if demolition reveals structural or water damage?
  3. Are old pipes being replaced or left in place behind new walls?
  4. Who handles the society renovation deposit, NOC, and permissions?
  5. Will I receive a written BOQ (bill of quantities) or just a single-line total?

If the answer to any of these is “we will handle it later,” that is your signal to stop and get it in writing now.

The Cheapest Quote Is Usually the Most Expensive Decision

A quote that skips waterproofing, omits civil repair, and leaves plumbing and electrical as “complete” will always look cheaper. It is cheaper because it is incomplete. Two years later, when the bathroom leaks into the flat below and the modular kitchen starts detaching from a damp wall, you will pay for the renovation twice.

Why Every Mumbai Flat Renovation Goes Over Budget — And the One Step That Prevents It

The contractor quoted 8 lakhs. Four months later, you have spent 15 lakhs and the work is still not finished.

This is not because the contractor is dishonest or you made bad decisions. It is because the building itself had problems nobody discovered until the walls were opened.

The one step that prevents this: structural and waterproofing assessment before design starts.

What Happens Inside the Walls During a Typical Renovation

You decide to renovate a bathroom or redo a kitchen. The designer shows you pretty 3D renderings. The contractor gives you a quote. Work starts.

Then the contractor opens a wall and finds:

— Rusted rebar in the column beside the kitchen
— Moisture in the concrete behind the bathroom tiles
— Cracks in the structural slab (now visible because the plaster was removed)
— Leakage from the flat above seeping into the wall structure
— Old waterproofing that has failed

Suddenly, the scope changes. Before you can put new tiles or paint, you need to fix concrete, treat rust, repair waterproofing, resolve seepage. The budget balloons. The timeline extends.

And the new kitchen or bathroom you spent weeks designing sits incomplete while these “unexpected” structural issues are addressed.

This happens in roughly 70% of Mumbai flat renovations — not because the builder was negligent, but because nobody looked inside the walls before designing.

The Civil-First Approach

PS Design Studio’s method is to reverse the order:

**Step 1 — Structural and Waterproofing Assessment**

Before any design sketch is drawn, send a structural engineer and waterproofing specialist into the flat. They assess:

— The condition of the concrete structural elements (columns, beams, slabs)
— Any active or historical leakage or seepage
— The state of waterproofing in wet areas (bathrooms, kitchen)
— The condition of pipes, drainage, and utility penetrations
— Any cracks or signs of structural movement

This takes 1–2 hours and costs a few thousand. The output is a written report of what is sound, what is failing, and what must be addressed before renovation.

**Step 2 — Fix structural and waterproofing issues**

Any structural cracks are stitched. Any failing waterproofing is replaced. Any corrosion is treated. This is done BEFORE any finishes are touched.

**Step 3 — Then design around a clean slate**

Now the interior designer works with a building that is structurally sound and dry. Design decisions are not constrained by hidden damage. Timelines are predictable. Budgets do not balloon.

What This Costs vs. What It Saves

A pre-renovation structural and waterproofing assessment: typically Rs 5,000–10,000 depending on flat size.

The cost of discovering major issues mid-renovation and then fixing them: typically 2–4 lakhs in delay costs, change orders, extended contractor timelines, and project disruption.

If the assessment prevents even one mid-renovation discovery, it has paid for itself hundreds of times over.

A Real Example

2BHK in Andheri. Owner wants to redo the bathroom and kitchen — original budget Rs 10 lakhs.

Pre-renovation assessment finds:
— Leakage from the common terrace seeping into the wall behind the kitchen
— Concrete spalling in the corner of the kitchen where a pillar meets the slab
— Failed waterproofing in the bathroom slab

The owner faces a choice: hide the issues and proceed with the kitchen renovation (which will fail within a year), or fix them first.

Fixing them adds 2.5 weeks and Rs 2.5 lakhs to the budget. The bathroom and kitchen renovation then proceeds smoothly, on schedule, on budget. Total cost: Rs 12.5 lakhs. Timeline: 8 weeks.

Without the assessment, the owner would have spent Rs 10 lakhs on a kitchen that gets wet again from the common terrace leak within 6 months. Remedial work to fix the real problem would then cost another Rs 4–5 lakhs. Total cost: Rs 14–15 lakhs. Timeline: 5 months of disruption + 2 months of remedial work = 7 months.

Civil-first costs slightly more upfront but saves massively in total cost and timeline.

What a Pre-Renovation Assessment Includes

— Visual inspection of structural elements (columns, beams, ceilings, walls)
— Moisture assessment in wet areas using moisture meters and thermal imaging
— Evaluation of existing waterproofing condition
— Plumbing and drainage review
— Electrical and utility penetration assessment
— Written report with photographs and recommendations
— Priority list of what must be fixed before finishes

This is standard practice in Mumbai’s high-end residential segment and should be standard everywhere.
